I have been researching what states require a motorcycle driver's license. The list below represents the states which I have not yet discovered if they do or do not require a motorcycle driver's license. The other 27 states I do know if they require the license, and I will post the complete list when I find out about the states listed below.
If you live in one of these states and have positively verified that the license is or is not required please just post the State and say Yes (required) or No (not required).

I will hold off on asking Joel Sheltrown because he has been in a bad car accident.

We have all seen the helmet map. We have never seen a license map. Just 10 states to go, and I will post the spreadsheet--even if I don't get all ten by next week.
In the first link it did have a section on licensing:
Arizona: SB 1051 with Senator Burges and HB2211 with Representative Peterson. Passed committee and we expect it to pass this session
  • North Dakota: Working with Senators Sinner and Laffen. This bipartisan bill should pass this session
  • Kansas: HB 2044 with Representative Travis Couture-Lovelady. Expect passage during current session
  • New York: Senator Robach has a draft and DMV requested some changes which would better fit NY statute
  • Maine: LR 1721 (Proposed bill) with Representative Jared Golden. Currently refining language and targeting success this session
  • New Hampshire: Working with the New Hampshire DMV to support and correct

I believe these are the only states that were left to deal with licensing, all of the others had already made adjustments for the Elio.

When I was watching Kansas' HB 2044, I don't remember having the knowledge that KS was in the last few to get the need for a motorcycle license for the Elio removed. From what I knew, KS was one of the first states to have a bill to get that changed. Elio Motors' marketing focus has always been on helmets. Their map from the start has always been on helmets only. And so news of a law changing was mostly related to helmet-need.

Why EM chose to never collect info from the 50 states on the need for a motorcycle license and create another map, I dunno. Could've been for PR reasons, could've been they didn't want to spend time on it, who knows. It's always been a point of confusion for most of us.

In fact, here's the Q & A on their web page, the link to it is in my signature below:
""Can I drive this with my existing license?

Many states do not require a motorcycle license to operate the vehicle, a regular driver’s license is usually enough. Check with your local Department of Motor Vehicles to be sure."

looked up Tennessee.
Autocycle” has the same meaning as defined in § 55-1-103;
55-1-103;Autocycle” means an enclosed motorcycle that is equipped with safety belts, rollbar, windshield, wipers, steering wheel, and equipment otherwise required on a motorcycle, and which has not more than three (3) wheels in contact with the roadway at any one (1) time;
Motorcycle laws, has a disclamer, The provisions of this part shall not apply to autocycles.
so I sent an e-mail to ask about the license, and got a quick reply .
Good Afternoon,
I appreciate you taking the time to ask this very important question. Yes, you will need a motorcycle endorsement for your auto cycle. You will also need to wear a helmet while operating in Tennessee. The only exception to this rule is if you have a windshield and a roll cage.
Good luck and be safe on your amazing purchase. If you haven’t taken a basic riders course and would like to, please let me know.
Thank you,

That doesn't make sense; "The provisions of this part shall not apply to autocycles" but then they tell you that have to have a MC endorsement? (and the Elio is an AutoCar not an AutoCycle).
And telling you (for the helmet) that the exception is if you have a windshield and roll cage.
This tells me she doesn't know what an Elio is.

Or I'm reading it all wrong.

This is confusing also "...... safety belts, rollbar, windshield, wipers, steering wheel, and equipment otherwise required on a motorcycle"
That makes no sense at all.
