City buses are notorious for heavily subsidizing passengers. I looked at a couple out of curiousity (download their budgets, passenger loads, fare revenue; it's pretty easy) and tickets only covered something like 25% of the cost.

Trains are worse.

Try it yourself. Pick some light rail, subway, or metro bus system, find their budget data online. Might have to try several if they are good at hiding the data inside 500 page PDFs.

If you want cheap labor, but don't want the cheap labor force living nearby (i.e. zoning laws), you have to subsidize their transportation. That's all there is to it.
I disagree with the proposition that the public has to subsidize low cost transportation due to the locations of businesses. It's not my responsibility to get someone else to work. I know I will be in trouble for this non-PC comment.

Indeed it is OUR responsibility. In a Republic, we don't get to pick and choose, that's why we hire politicians

Republic
A republic is a form of government in which power resides in the people, and the government is ruled by elected leaders run according to law, rather than inherited or appointed (such as through inheritance or divine mandate). In modern times the definition of a republic is also commonly limited to a government which excludes a monarch.(underline is mine)

Is it our responsibility to encourage and subsidize the startup development of low cost, high mpg, alternative vehicle transportation options like the Elio?

YES it is! LOL

Please educate me how our form of government mandates this responsibility

The government will not be subsidizing Elio but will be providing a government loan guarantee. There is a significant difference

So, when I get a VA backed home loan, it's not a form of subsidy? Of course a government backed loan is a subsidy, as your cost of financing is much lower. That's money in your pocket.

I could be wrong, but if you are getting a VA loan, you must have served your country honorably in the military and that was a part of the deal.
You put your life on the line for all of us and we owe it to you as a part of the contract.

Sure, but it's still a subsidy, and I'm not afraid to admit it and be thankful for it. Just like I am thankful for the food stamps my mom was on when we were kids and for the food stamps that helped get me through a few very tough years in college.

America--It's a group effort.
