It's likely the vast majority of cars are designed for the 95th or other percentile of people in its target market (for both men and women). It's equally likely that there's not a single car (outside of a minivan perhaps) that can fit every person in a target market. A key question is whether the 95th/99th percentile being used in designs is keeping up with general population changes; much of the existing anthropometric data has been generated by militaries (to fit uniforms, tactical vehicles, etc.), and changes in human dimensions over time and generations have been well documented.Elio has said that it will fit the majority of people so there are always exceptions; your friend is one of the exceptions.
I have modified a number of vehicles for sports figures but I don't think the Elio would be able to be one of those (widthwise) so it would be comfortable.
It is great that he accepts these limitations and even better that he still wants to support them.
