Thought that was for the fuel filler neck...Is that a subwoofer opening, right behind the doggy-door below the rear window?

In the 60's and 70's, people put tall springs on the rear axle, raising the back of the car up higher. This caused them to point downward. This was done to make them go down hill and everyone knows you get better mileage going down hill.
I lived in the 60's and 70's we raised the back of the cars after installing "Gabriel air shocks" attach compressed air, shocks raise which lifts the rear body so that you could install wider tires (protrude out from the body without cutting the fender well).It only worked in TN, KY, and AR.
