Going back and rereading the delay notice it is obvious that it does not say that the cause was because 'persons' could not make it. Instead what it says is that the delay is 'due to several key stakeholders having immovable scheduling conflicts'. While this could include people it also covers an IAV test cell not being available.

As has been shared here many times throwing your partners under the bus is simply bad business especially as EM needs their partners way more than their partners need EM.
