According to the federal government any vehicle with less than four wheels is motorcycle so this vehicle will have a motorcycle VIN and most states will tag it as a motorcycle. However by the time production begins no helmet and/or motorcycle endorsement should be necessary. Of course the reality is that this is mostly a technicality as the vehicle functions like a car but there are some upsides to this classification. Motorcycles have less regulations they need to meet which helps keep the vehicle cost down, motorcycles tend to have less expensive insurance costs, and commuters in big cities should be able to use the limited access HOV lanes which are usually open to motorcycles.
