Here is my take on the ATVM. It seams to be for the "manufacturing process".
From the DOE web site
Here are two sample ATVM projects:

  • Ford Motor Company is using a $5.9 billion loan to upgrade factories across Illinois, Kentucky, Michigan, Missouri, and Ohio and to introduce new technologies that will raise the fuel efficiency of more than a dozen popular vehicles. The project will convert nearly 33,000 employees to green manufacturing jobs.
  • Nissan is using a $1.4 billion ATVM loan to retool their Smyrna, Tennessee, manufacturing facility and construct one of the largest advanced battery manufacturing plants in the United States. The plant will be capable of producing 200,000 advanced-technology batteries a year.
Both of the were to tool up and upgrade the factory.

I believe, when EM has a product to build, and is ready to order the hard tooling for the factory the ATVM will be approved. Also from the DOE web site, if the loan is not approved, there are other Gov. programs that can help. So even if the ATVM loan is not approved, it won't be the end of the road, just a detour the longer way around.

Johnny, what date would you guess they might be ready to order the hard tooling for the factory?

I believe the ATVM loan is to be used for manufacturing and EM is not at the manufacturing point yet. Perhaps the DOE is waiting until EM has a complete manufacturable product and that will not occur until all the development is complete. There is not reason for the DOE go give the money or even announce the loan until that point. Perhaps they are simply waiting to see if EM reaches that point. Many companies do not.

75 MPG HIGHWAY = ATVM :lalala:LOAN!!! :violin::target: Why do we sweep this under the rug...no mystery!

it has long been reported that one of the requirements to qualify for the is loan is demonstrating 75 or more mpg ..... it has further been reported that meeting/exceeding this requirement is one of the items to be tested in the E .... meeting this requirement alone doesn't guarantee the loan will be granted but not meeting it would most likely kill it .... over the next few months many things that are up in the air today should become known .... it should be an exciting time
