hi and welcome, there are 2 - 4? states that Elio Motors has not yet swayed. They have done a wonderful job in securing a great legal position for us. Although registered as a motorcycle, it doesn't require a helmet or motorcycle license ehdorcement, and if you are on an interstate w/HOV lanes you are allowed without a passenger. I don't recall the states not yet on board,(S.C doesn't come to mind) there are others here, with greater gray mass, who will let us know the latest.
