I thought so to though I didn't fact check it. I just intended to find the mandate for Ethanol. It's been posited that it actually takes more diesel fuel in growing, harvesting, and shipping Ethanol than it actually saves. I don't know about that either but I DO know that Ethanol likes water and it can wreak all kinds of havoc in gas tanks and engines when left unattended for too long.
It depends a lot on the technology used to create the ethanol... some are energy positive, others are energy negative.
Technically speaking, it is energy negative to use gasoline and diesel fuel because we don't count the energy it would take to replace the fossil fuels. There is a finite amount of crude price up out there. We can argue about how much there is, or how hard it will be to get it out of the ground... but with ethanol and other bio fuels, we are actually creating a renewable fuel that is not finite.
