I think, per your avatar image, the Elio Kuda Kit, with fenders, chrome strips, and a new skirt for the back would be very popular. Would best include a (optional) two tone paint wrap.

If Elio doesn't provide an option for this style (even though they have hinted that such might be an option)
I will have them made by a custom shop as well as the two tone paint..........

You might even talk to a good bike shop and see what they could do for you.
I think I would start at Indian Motorcycle Dealer / Shop and see if you can get the dimensions on the fender; a measured drawing or ask if you can measure one they have there; once you have that it should be easy to figure out if it will work on an Elio.

As for the rear, with the way the body is molded would make it a job and a half to make one fit.
I do like that one Silas Sunday did in his album (no I didn't grab a copy of it).

Are you basing your question on the video that the engineer said that?
If you go over to that thread you'll find he made a couple of statements that weren't completely correct; that was one of them.
Tranny won't make any difference on order time.
