If Elio keeps telling everybody they don't need the ATVM loan, then the govt will say "really? you don't need, and so won't get, the ATVM loan".

Plus nothing in Elio is "AT, Advanced Technology" by Elio's repeated admission.

ATVM and other govt financing are for projects where private investors, aka "the mythical free market", won't go. The record shows that the govt "picking winners and losers" has been extremely successful, and will actually turn a profit of many $Bs. The fact is that Elio Motors was invited by the DOE to apply for the ATVM loan. If you go read about the ATVM program it has has two parts. One part is the 'Advanced Technology' development program and the other part is “Ultra Efficient Vehicles” part for manufacturers of vehicles that achieve at least 75 miles per gallon, or electric equivalent, which is the part of the program that EM has applied for.

The fact of the matter is that it takes years to develop a new vehicle and start up a new vehicle manufacture no matter where the funding comes from. If you read about EM's history you would find out that for several years they tried to get things going at a former GM facility in Pontiac, MI however they encountered a number of external issues which caused them to eventually give up on that plan. That is where all the mythical 'wasted time' went.

The good news is that by failing in that attempt Paul Elio, and his EM team, learned a lot of things which they have used to further develop the vehicle, in securing the Shreveport plant, and in acquiring the funding necessary to complete the project. Of course there have been hiccups along the way, such as the 8 month delay in securing the Shreveport plant thanks to a lawsuit and state interference which also cost EM the funding deals they had already lined up, however problems are too be expected in such a complex project. The real positive indicator to me is EM's continued ability to roll with the punches, adapt their plans, and continue pushing forward despite these issues.

I don't mind good questions, as there are plenty of valid questions about this project which we do not yet have good answers for, however it does help to at least get the facts straight when making statements.

On the other hand, banks are only willing to give loans to people who don't really need them.

When you read the regulations for the loan program, Elio qualifies for the loan as a high mileage vehicle.
