I assume the cost of developing and testing a totally new engine design runs in the millions. EM had funding to pre-pay? EM still owes money for the equipment that sets idle in the plant that was going to be paid for by proceeds from the sale of the excess equipment.
No source, but I imagine they would have to pay up front. I think it would be difficult for a start-up like Elio to get a multi million dollar line of credit from a company like IAV.

You are very likely correct. I doubt IAV requires VW or Nissan pay up front however working with a start-up is a whole other ball game and requiring pre-payment is simply a smart business move to ensure they are not left holding the bag.

Personally, I think If EM had a sufficient downpayment to commence work IAV would carry a client through the process accepting payments along the way. EM sold Caddo Parrish to put up $7.5 Million on their potential success and they could have sold IAV as well. Particularly, with 40,000 + pre-orders and Caddo Parrish backing. I doubt EM had funding to pay in full.
