Well, if it meets the requirement for amateur-built kit, then I would indeed certificate it. (I would still not try to leave the ground in it.)
Not sure what they are talking about with a "factory built" product. I suspect that they are talking about factory building assistance.
It is NOT at present on the FAA approved kit list, and it would be difficult to prove 51% amateur built with factory assistance.
I can't imagining it meeting FAA part 23 requirements.
I wouldn't plop down a deposit without a LOT of investigation.

I would never consider a flying car for the masses unless it is an FULLY automated system with a fully automated infrastructure of traffic management.

I'm sure it will happen, and faster than expected, but none of these flying "cars" are anything more than a Rube Goldberg demonstration that they can, and not a logical mental exercise that asks if they should.
