Where are the foreign investors? I'm thinking Australia, maybe the Scandinavian countries, the Brits, and some of the Eastern bloc nations would all like to have Elios running around their countrysides. Not so much really densely populated places, where they need more people per car, so 2-seaters don't really fill the bill. No left-hand conversion problems, either!
Come on, Wheaters, weigh in on this!

Just a reminder -- a bit of cost savings -- not all the Ps will have full engines, trannies, or interiors -- depends on the test being performed. A block of concrete or iron can replace an actual engine for front crash testing, for example. You need the mass, correctly mounted, but not the detail. Do you need brakes for a side impact test? I suspect not.

In other words, Ps will have what they need for specific tests, not more. They don't even need to paint the test-sleds. But the 4 that will be "spared" (P5 plus 3 more) -- ah, those should be beauties.
