Not sure that you know what the requirements are and I know after spending a bunch of time looking that I don't. I also know I read a report (which I can no longer find) where one company complained that DOE kept playing with the requirements until they were bankrupt. But then I don't trust governmental agencies while one bureaucrat is breathing.
Did I say I know what the requirements are? I do believe one requirement relates to a minimum MPG. Overall that is the DOE's responsibility, setting the requirements, knowing what they are, and being sure they can be met by the program applicants. I really don't care what they are so long as the P5, the first actual running production Elio prototype meets them. My logical guess is a successful P5 would lock in EM's ATVM Loan Application approval. I did mention logical guess.

It's too bad about your distrust in our political system. Without breathing bureaucrat's there would be no Elio.

It isn't our political system.
It's the politicians abrogating their responsibilities to unelected bureaucrats.
Thus ends political discussion.

Heck, the real politics was getting the DOE Alternative Energy/ATVM Low Interest Loan Program Funded and then Refunded in the first place. It's a DOE Program that received bi-partisan approval..........something we don't see anymore. Now it's simply allowing the DOE to approve the program's fund balance to applicants meeting the requirements for loan approval.

State Politicians certainly play a role in getting behind a company having major economic impact to their individual States economy. I ass-u-me that the State of Louisiana's Representatives have and will continue to lobby the DOE for EM's Loan approval. However, it ain't gonna happen (and frankly should not happen) until after the P5 build and testing verifies EM's claims in their application.
I don't believe ANYTHING happens in politics, at any level, without sustained public and private pressure. And in certain states, green folding pressure at that.

There actually is a requirement and strangely enough, the document indicates that they want it using software such as Autonomie or similar model to show projected fuel economy. (Page 4 from DoE requirements document .... II 1. B.)

[ extract from Autonomie's home page: ........"Autonomie is an open architecture to support the rapid integration and analysis of powertrain/propulsion systems and technologies for rapid technology sorting and evaluation of fuel economy improvement under dynamic/transient testing conditions."....... ]

But, yes, it would be great if they ran the full series of tests on a chassis dyno so that it was available along with the simulation.
Incidentally, the ATVM UEV requirement is 75 MPG.
