If it is not a "road-worthy" vehicle, how did they get it registered and running a license plate.
Depends on your definition of road-worthy.
I did qualify that with 72mph (real world use).

I thought I read somewhere that...
Both the P4 and P5 have governors on the engines.

I'm not sure I'd tempt fate by going anywhere near 72mph in the P5.
Notice that we're not seeing a lot of highway-speed footage of the P5.
Nor are they using the P5 for any serious road testing to my knowledge.

Best guess is that it's a faux window that's covered by exterior and interior panels. You can sort of see it in this zoomed in pic of the P5 under construction:

Here you can (barely) see the outline of a sunken triangular shape just behind the passenger window. It suggests that a second passenger window might be possible in the future with judicious panel removals.
It might also be simply to maximize shoulder space for the rear passenger.

If he's like most, it would be because he drives around a 65 MPH speed limit area. Most drivers go 10% over the posted limit because most of the time they won't get pulled over. But beyond that they will.

I do have a problem with drivers who think the speed limit is a minimum rather than a maximum. My reaction is always an instinctive desire to go slower!

Funny that right after I made this comment, I got behind a guy who went 65 in the left lane, but would go 80 in the right lane if I tried to pass him. I just wanted to drive the speed limit (75).
I just want people to move over if they aren't passing people. A number of states have "keep right" laws, even if they aren't enforced (I wish they were though because then police can catch those "evil speeders").

That is a nice theory for a rural area, but there is almost always traffic in the right lane driving slower than the speed limit here. It is sometimes difficult to remember to get right on those rare occasions it is an option.
