A company I work with was looking into the ATVM loan program. They decided to not go for it just due to the frustration and them not handing one out for 7 years. As the owner put it, "I don't want to pay some lobbyist or consultant hundreds of thousands of dollars to keep the paperwork going just to sit and wait for a decision when it probably will never come. I'll find another way."
