Power Steering - No, doesn't need it; 1250lbs plus rack and pinion you really don't need it.I have to throw my hat into the "Manual Windows" ring.

Driving a 200X toyota with roll up windows and I actually prefer it.
The Elio doesn't have Power Steering does it?
What about power brakes? (or vacuum assisted)

I see a reference here for power door locks, and heard it on the Skyzmatic thing yesterday. This leads me to believe the rear hatch will be a power lock also! Awesome! Ha ha haPower Steering - No, doesn't need it; 1250lbs plus rack and pinion you really don't need it.
Power brakes - I haven't seen a vacuum booster in the engine compartment so I think no (not sure)
Clutch - looks like hydraulic
