Adaptive cruise uses a radar module that is hidden in the grille of the vehicle, or sometimes behind the emblem in the grille (if you've ever seen a Lexus, or Cadillac with the smooth emblem in the grille, thats how you can tell) to gauge the distance from the vehicle in front of you, and keep a preset distance.

Lets say you set the adaptive cruise for 75MPH, and someone gets in your lane doing 65, the car will automatically slow, and keep that preset distance until that vehicle moves out of your path, and will then resume 75. Some GM systems will even completely stop the vehicle, and maintain itself in stop and go traffic.
Nice improvement, but it's still based on other vehicles and not temporary terrain changes like bridges and overpasses.

With my mom's 2005 honda odyssey, when she has it on cruise control and comes to a rise or fall in the terrain, the cruise control keeps the vehicle within 1-2 miles of the base speed. Once it comes to a flat area, it automatically slows or speeds up the car to the target speed. I don't know if this is what you are meaning, but one thing that I believe to be true, is is that with all cruise controls, they aren't perfect. There will be some fluctuations in the speed just because the engine will naturally have to work harder to go up hills, or gravity will pull the car down slopes. This is just my thoughts.

This is just a reaction time setting to speeding up or slowing down. It doesn't really adjust for terrain changes like a driver can.

I've never really heard about anything that can act like a driver can. Honestly, I'll be scared if we start creating machines that start replacing humans for things we use every day like driving and whatnot. Makes me think of iRobot and movies of that nature.

You mean things like making coffee or vacuuming your floor or bank transactions or any number of everyday activities that were historically done by people but have been done by machines for at least a decade?

Be prepared to be terrified.

I was meaning things more geared towards our safety. The way I see it with a car that can react to the environment and not need a driver would eventually gain awareness as to what it is, and start gaining intelligence. Things like that. I don't know if I am explaining it correctly though
