I received an email from EM stating the pecking order of how companies are picked.

Basically the process in order of preference is this:
1) Made in America by an American owned company
2) Made in America by a foreign company
3) Not from the US and owned by a foreign company

I'm guessing, a company stating that they have plans to move some operations to a more favorable location might be part of the negotiations.
