Rick Perry reportedly spoke for over 32 minutes today at the White House Press Briefing. Hopefully someone has the time/patience to listen to the full remarks and attempt to discern what was said that has ELIO stock up 10% today.

I listened and didn't hear anything about the loan programs office or the ATVM program specifically.
