Looks like four wheels to me.

I see 4 wheels too! But their close enough together to act as one.
So is it a 3 seater? 1 in front, 2 side by side in the rear; stretch out your legs next to the driver on either side.

Four wheels makes it a car in 'Murica, but as long as it doesn't go faster than 25mph it could still be legal without all the car stuff (bumpers, air bags, crash tests, etc). At the <25mph range it is just a Low Speed Vehicle. A few states will even let you register it as a Medium speed vehicle, although the upper speed limit on that varies state-to-state (35-50mph seems to be the spectrum).

But then again, the "WeeGo" electric car was able to get a special exemption to many of the NHTSA passenger car safety requirements, so that is technically a possibility.

Maybe it's a Dually Wheel which would make it a three wheeler.

The title of the article indicates three but the photo shows four. It seems similar to the Isetta with the two wheels in back being close together.

PSA-Peugeot-Citroen. It could be based on the same platform. It is like when car companies use the same platform but make different bodies for it.
