They literally have just as much RIGHT as any other vehicle as long as they meet or exceed the minimum requirements.

There are minimum speed and holding up traffic laws in Arizona. Don't know about other states.
If you ever get it running perhaps you can do videos (youtube) of using it on various highways and busy state roads.Holding up traffic only applies to the LEFT LANE. If the signs say MINIMUM SPEED 40 and you are slow in the right lane, you are good to go.
