As for the gauge on the outside, maybe that for when they have fast charge stations like gas stations.
Attendant comes out, asks how much charge you want, and plugs it in for you; when the meter hits a point, he disconnects, tell you the amount, and you hand him the card. While it was charging, he cleans the glass, and wipes bugs off the front.
