Well, the one in the Bond movie was a model, and a studio movie set. But it did have lasers, so maybe Dr. Evil was the consultant.

I think what he meant was the inside of the vessel was larger than the outside. TARDIS after all means Time And Relative Dimensions In Space so no matter the size of the vessel on the outside it will always be larger on the inside. And it would have been the Master not Dr Evil, oops the geek slipped out!
