Walmarts are having elec. charging stations installed in their parking lots. Right next to the handicapped spaces. (Hint Hint) Can't remember the name of the company or the rates though. I've seen them.

Electrify America, and unfortunately pretty expensive. You can lower the rate by paying for a membership though.
