VOIP is your enemy. What companies do is lease a bank of numbers in geographical areas. Then use a calling center from India that uses VOIP and through that number. So, if you have an area code of 123, then they have ten numbers in area code 123 which will be the ones calling you. Thus you think it's local and will probably answer. Then they get nailed by the do not call people but can't do anything about it due to the call originating from outside the US. When you block he number, they just go onto the next in line.
