Here (Illinois), I have never had to do anything other than call my insurance agent to be covered before I ever leave the dealers lot. We take care of the VIN and other details later. Never been a problem.

USAA will cover any new car I buy without a VIN long enough to give me a chance to get the info. I can buy a car and drive it home and then call them in a couple of days to continue the coverage.the only issue is dealing with your insurance company for a temporarily binder, they normally request a vin number in advance, most states have a period before your required to register, California till recently closing the Steve jobs loophole let you go 6 months with no tags. he would just swap out his car for a new lease every 6 months and never had a license plate.

Ty, do you know of anyone else in the area with a lower SIL than you? I'll be quite a bit further behind you. If you are up for it, we could coordinate a little shin dig for your arrival, I'm going to have to live vicariously through you until I my number comes up. <g>.
I don't know of anyone around here with a lower number than mine. It's highly possible, of course. I should be getting mine within a couple weeks of the start of production though so there won't be THAT much time. A shindig works for me. Ohio's Anti-Tesla law was passed in 2014, I believe. The dealership people tried to slip it into a 2013 law "..requiring motorists to pull over when approaching maintenance vehicles..." , but it got knocked down that year. It was passed in 2014.The reason i said this was Sears and Montgomery Wards sold motorcycles out of there stores. This was a while ago.
The VIN number is visible through the windshield from the outside on every vehicle I've purchased. My in State or out of State vehicle purchases were dealer licensed with a temporary paper plate valid for 30 days, during which time you register, pay the applied State Taxes, and license the vehicle at the County Courthouse in your State of choice. I ass.u.me that's a universal practice.If you have a vin number and recite can you then get a title and go pick up your Elio with a new plate.
