I think you are mistaking the caboose for the engine on that train - interruptible power is sold at a discount as an incentive to customers to use less at peak times so the utility company can avoid or delay significant capital investment for additional capacity. It is not cheap because that's all they can get for it.While one can claim a moral hi ground, they can not sell interruptible power at anything near the rate of constant power. So there is a huge financial incentive to supply power when needed. In our system now $0.27/KW vs $0.09.
