Elio Motors Works with New Mexico State Rep. Trujillo on Legislation to Add “Autocycle” to the New Mexico Code, Provide Helmet, Motorcycle License Exemptions for Enclosed
New Mexico State Rep. Carl Trujillo (District 46) has drafted and proposed legislation that would add the term “autocycle” and provide Elio Motors vehicle owners in the state an exemption for helmets and motorcycle licenses.

Elio Motors is launching an enclosed, three-wheeled vehicle in 2015 that will sell for $6,800 and get up to 84 MPG. Currently, any vehicle with three wheels is classified by the Federal Government as a motorcycle. Elio Motors is working with state legislatures around the country to waive helmet and motorcycle requirements for three-wheeled vehicles.
“There are many great reasons to place this legislation in statute. For one, this innovative, high MPG vehicle will greatly help the citizens in my district as well as all of New Mexico by significantly lowering their transportation costs,” Rep. Trujillo said. “However, roadblocks in statute that are stifling innovation need to be removed. Helmet requirements in fully enclosed vehicles with airbag protection do not make sense and are actually dangerous to the occupants.”
Elio Motors vice president of governmental affairs, Joel Sheltrown, recently testified before the Science and Technology Interim Committee and explained the need for the legislation. New Mexico is one of 10 states that have age-specific helmet requirements for people under 18. Elio Motors is working to adopt legislation in each of these states.
“Technicalities in New Mexico Code would require helmets and motorcycle license endorsements for the Elio Motors Autocycle, even though the vehicle is completely enclosed and has automotive controls,” Sheltrown said.
