If I don't lower the toilet seat....the cat will drink out of the bowl. Gross.

That didn't stop our cat. He cat figured out how to slip a paw between the seat and bowl to open a gap big enough for his nose, then push his nose and head through.
Sounds like you need to start giving them fresh water more often during the day.
We learned this for our cats; don't put their water bowl right next to the food; cats think that if the water is next to the food, it will be dirty because food will fall in it (which will usually happen). Put water in a separate bowl at least 2 or 3 feet away from the food, and don't use stainless steel; it gives the water a bad taste; always use a ceramic bowl.
