I always assumed EM had commitments from fleets to buy the 100 vehicles, but perhaps that is incorrect. Perhaps EM is going to try to sell the 100 vehicles and they currently have no commitments from fleets to buy them.
PE has said they plan to sell the vehicles to "fleet or fleets". This sounds like they do not have buyers lined up.
