Your are correct. A good read early in the thread. The point about fender vibration is probably correct and I had not thought about that. Still need a way to illuminate for the purpose of vehicle width and to be seen by others.

That is what I would do. Additionally, if you don't want to go to the bother of bending over you could use a pressure cap to give you a visual without having to actually measure. Something like this.
Why would you need to remove the fenders/wheelcovers to check air pressure? Just roll the Elio backwards or forwards until the valve is below the skirt. That's what I do for the rear wheels on my Honda Insight. No problem.
It's a good point. Maybe EM will come up with a quick but secure release system for the fenders and rear skirt to permit easy access to the tire valve.
Look at the wheelcovers. How are you going to check pressure or add air if you have the optional tpms, without removing them? If the valve is on the inside it should be accessible. I don't know it it would clear the caliper.

You just learn not to go forward too much. It's something we deal with with our miatas, which have front spoilers low enough to get damaged if bumped against the curb or parking stop.
