Legal: Motorcycle License And Helmet Laws

In Delaware, our legislature is not in session. When the new term starts, I'll have to start working on my new representative. The DMV is taking the position that Delaware wants to have higher safety standards than the recommendations and will require a MC endorsement.

You got to get your reps out to an event to see it in person!

Ours does not start until January. It's not too soon to let your legislator know so he/she can study the issue and prepare for the session.

My State Senator was happy to discuss the issue.......out of session.........and has laid the groundwork to sponsor the bill to move thru the channels immediately at the start of the new session.

I doubt the DMV has a copy of the Elio Spec sheet. I too started at the DMV level and discovered that it was a legislative issue and moved directly to my State Senator.......emailing spec sheets and general info I had on the Elio at his request. Also, noting what other progressive States have been doing to change laws.

I've been in contact with Joel Sheltrown, VP of Government Affairs, at Elio Motors and he email me the information for an "auto cycle". I will be meeting with my local state representative to help add this to my state's statute.

We can all helping make it easier for this new vehicle become a reality.
You can also go to the AAMVA website and download their "Best Practices for regulation of 3-wheel vehicles." (I believe it is 17 pages.) They also have a 5:40 Youtube video demonstrating the differences between 3 wheel motorcycles and the autocycle. Elio is used in the video as an example of the autocycle. This is the organization that state DMVs go to to get Best Practices advice for motor vehicles. The working document and the video were from October 2013. The chairman of the group is from Oregon which is probably why Oregon's law is so simple and so clear. An Elio will be licensed as a motorcycle but the driver does not need a helmet or a motorcycle endorsement.
