Seth, I think you have it backwards -- the point of the exercise is to convince DOE that the market demand for the car is real. It isn't to weed out the not-fully committed, but to identify those who ARE fully committed, and provide that data to DOE.

I HOPE THE DOE DOESN'T FIND OUT I HAVE BEEN UNEMPLOYED SINCE SEPTEMBER .

IF THEY KNEW THERE IS NO WAY I CAN AFFORD 4 ELIOS ,
THEY MIGHT SEE ME AS SOMEHOW , UNCOMMITTED .

THE REST OF YOU ARE TIRED OF WAITING BUT I FEEL LIKE I AM RUNNING OUT OF TIME .
CARE FOR MY WIFE HAS TAKEN PRECEDENT OVER EMPLOYMENT OVER THE LAST YEAR .

WE WILL GET THROUGH THIS BUT SAVINGS ARE FAR FROM UNLIMITED AND MY $428/MONTH
INCOME DOESN'T GO VERY FAR .

David, we all have our own burden to bear but deciding to stay home and care for your wife instead of finding work to be able to make ends meet must be a very difficult decision to make But a necessary one.

I liked the following excerpt:

It is a simple statement of why EM is seeking the binding commitments.
It is the ATVM's idea, not EM idea.
