There has been extensive discussion on the Cabinscooters Yahoo group about that. Given the vehicle would already be licensed as a car, you are already past the inspection process, and would have no problem that way. So then you are under the indulgence of the local police at any encounter.
Since it still has a seat and steering wheel, and is licensed as a cyclecar, probably a court would uphold that you don't need the helmet or licence. In practice you can wear a helmet just to keep the un-informed officers from stopping you all the time.
The last issue is the wiper and a plastic windshield. Simply keep the wiper on the car, but don't use it much. Use something like rainX instead, wiping only very sparingly.
As for me, because I'm very paranoid about rocks thrown from other vehicles, I'm always wearing a helmet in a open top Super. Something like G1 shows in the prior post. ( already own it, optimistic ain't eye?
) I have to replace my windshield every two years so I have good reason.
