This was done 60 years ago. It was called an Isetta. I remember they were so hard to sell that one local dealer advertised that if you bought a new Buick from him, he would give you an Isetta free.

I know someone who owns an Isetta. It's awkward to enter, uncomfortable, unreliable, unsafe, un-airconditioned and un-quiet. Other than that, it's great.

In 1962 I bought a used Isetta from my roommate for $50 and used to go to college. Most fun car I ever owned. I was able to pack 8 kids in it by sticking some out the sun roof. I sold it for $425. Now its worth $40,000. Damn, I wish I had kept it.
