Is The E-series Started Or Not?

Saw this the other day:

EM just announced that is it going to open a facility to build the e-series. Not that it has a facility or that the e-series is started. So this is an announcement that they are >planning to open< in the future a facility to build the e-series.

How does this square with multiple EM statements that the e-series is "being built right now"?

Sounds to me like not only has the e-series not been started the facility to build them hasn't even been started. Color me disappointed :-(

After selecting Livonia-based Roush as its lead engineering supplier in March, Elio Motors Inc., a developer of three-wheeled vehicles, announced today it will establish a pilot operations center in Livonia to assemble its test vehicles.

“Beginning the E-Series assembly is another important milestone in our journey toward production, as these test vehicles will allow our engineering and supplier teams to evaluate and validate our design,” says Paul Elio, CEO of Elio Motors. “Commencement of the build will be another tangible sign of the progress we continue to make every day in our unrelenting quest to get this vehicle to market.”

They have been building Elios in Michigan. The E series, I believe. It's a run of 25. They have 2 frames done and the 3rd will be done this week. Afterwards, they shift production to the Shreveport plant where they will build 100 for fleet sales and further "real world" testing. THEN, they'll start building for reservationists.

So what is this facility they just announced then? Build the frames at their proto house and then do final assembly at this new facility?
It is likely that they will use an existing facility to assemble the E-series. With that in mind, the April story could easily transition to the Elio build pictures over that month's time. Calling it the Elio Operations Center would be like renaming a stadium. All paperwork and no real down time.

I read that the 25 were being built in an "adjacent" facility to where the P2-5 were built. The 100 will be assembled in Shreveport.
