That CarBuzz article seems to rule out Meyers (located in Ohio, not Utah where the video was made) while confirming the Vanderhall theory.

I think the Vanderhall design on the Car Buzz site looks better than the one at the Vanderhall web site; IMO. The Myers Motors NMG 2 seems it might be similar in basic design.

My guess would be someone's attempt at making their own design.
Notice that carefully hidden weld up the rear panel (or is that just gunk on the photographer's windshield?), and the fit and finish of everything else.
Someone took a car (possibly an Opel GT), narrowed it, but I don't think it's a 3 wheel; more like a 4 wheel with a really narrow rear track.
