Contact Joel Sheltrown at Elio Motors. He is in charge of government affairs like the helmet laws. He will give you an updated on your current legislation in your state and offer suggestions for you to help.

Glad you are excited about this neat little vehicle and want to help make it happen by working on getting your state laws changed to make Elio ownership easier for residents of Nebraska. As Buckeyejake wrote what you can do to help in Nebraska, which I am sure you are aware is one of the few states left that has a definite helmet law for the Elio, is to contact Joel Sheltrown, Elio Motors VP for Government Affairs. I will send you his email address in a private message as he does not mind us giving it out to members however we want to avoid just having it posted generally on the internet where spam bots and such can get hold of it.
