For the record, I am interested in a commuter car. If the smart fortwo cars were less expensive and got better fuel economy, I'd probably have already gotten one.

They have a FAQ on the Ohio BMV website about 3 wheeled vehicles. It looks like until the law is changed, you'll have to get a motorcycle or 3-wheel motorcycle endorsement.

Not sure how you figure that. The last couple dates reservation numbers were released were Feb 8 and Mar 20, a difference of almost 6 weeks. Using the same interval puts my estimate of the next date for the spot-in-line numbers on 29 April. So, you might have closer to 3 weeks yet to go.
