Painted wheel aprons? Are you talking about the black sections on the rear of the front wheelcovers and the rear of the Elio over the wheel?
They are plastic; that would be easy enough to spray paint to match the body color.

You hit it right on the head with the jackknife issue.
That and the fact that on a motorcycle the rear wheel is the driving wheel while in the Elio it just supports weight.
