I think there is already a system in place called CAFE.
Automotive manufacturers can get "credits" for vehicles that get over the CAFE standard to offset the vehicles that get under the CAFE standard.
I'm not sure, but I think they can sell excess CAFEcredits to other manufacturers.

Selling future credits. I could see a manufacturer putting up a loan in exchange for CAFEcredits. I think the biggest stumbling block is that it isn't a sure thing Elio would be eligible... even with an Autocycle designation which separates it from the motorcycle designation.
If they were eligible, then a forward thinking company might invest in future credits. Also, who knows if in the future autocycles may be eligible for the credits? The autocycle bill in Congress may be stalled, but is not dead yet.

Lewanowski is toxic. If Elio got Cafecredits and/or ATVM loan the press would vilify the government. Everyone is trying to distance themselves from him, why would Elio think that he will be helpful?
Could you please give a further explanation of why that is a stupid move? Why would "not under the radar anymore" be a bad thing? If more people knew about the benefits of an Elio, maybe that would help it get funded and/or get the ATVM loan.
With Lewandowskis's ties to Turnberry, Elio's hopes for an ATVM loan or cafecredits went down to zero. Elio is not under the radar anymore, what a stupid move.
