So this is one I spotted. There was no visible data on it, just a photo without a link I could find. Very much like a Zelco, Urbee or other streamliner sociable; Anyone know what it is?

It is from a high mileage car competition.

I Googled "Painted Supermileage Car" to get some results.
It appears to be some kind of engineering competition.
Incidentally, PSB2011 is 2011 Penn State Behrend supermileage car.

with the single handlebar, looks like it could only make left turns?

I think the reason for one handle is that the other is removed for entry and exit. Same problem for my 1984 Rtrike(Taddy). I had to have the handles flip open so the driver can get out more easily. Later students at WWU, converted to a Rack and Pinion that the steering wheel and shaft lifted up out of the way.
Anyway, that photo from the side suggests a likeable style if you think of it as half-scale. I would change the wind shield however to something easier (and smaller) to obtain and install.
